I'm reporting this bug against xfce4-clipman but for all I know it may be related to xfce4-clipman-plugin Debian Stable fully updated. Shutting down my PC while an image is the last item copied to the clipboard causes the clipboard history to be forgoten. If there is an image present in the clipboard history but isn't the last item copied then after booting the history is present and complete. I've been unable to find anything related to this issue and haven't been able to find or think of any potential fixes to this problem.
