I must have somehow managed to run an expiration task while there weren't 
package files.
This presumably caused the files to be tagged for deletion.  When they became 
referenced
again, apt-cacher-ng still wants to delete them.

I'm leaving this bug open as a wishlist because it's trivial to work around 
(just delete
_expending_dat), but it might be nice for this to be automated for people.
