Today I tried to build this package from source and this is what happened:

The file debian/octave-vrml.substvars seems in fact to be broken:
octave:Depends=octave (>= 7.3.0), octave-linear-algebra,
octave-miscellaneous, octave-statistics
, octave-struct
octave:Upstream-Description=3D graphics using VRML
misc:Depends=
misc:Pre-Depends=
After getting this build failure for the first time I tried to build it
more times to be sure and it failed most of the time, but not always, so
be warned that the bug is random and you might have to try several times
before getting a build failure.
For what is worth: The failure also happens here, so I'm quite confident
that my build environment is not to blame:
