I have exactly the same problem since Mesa 22.3.0 was uploaded to unstable. Downgrading all src:mesa packages to version 22.2.4 from testing fixes this for me. I've got a Nvidia graphic card and use the Nvidia driver packages from Debian. It doestn't matter at all if nvidia-vaapi-driver is installed or removed/purged.
