Dear fellow Maintainer,

we (Univention GmbH) just noticed that there are new upstream version
available at
<https://github.com/JoshData/python-email-validator/releases>:
- v1.1.3 2022-04-24
- v1.2.1 2022-05-02
- v1.3.0 2022-09-18

Please consider updating the package as it contains some important
features for use, e.g. an option to allow otherwise reserved deomains in
test environments.

We'd like to see a newer version in
- Debian-10-Buser backports
- Debian-11-Bullseye backports
- Debian-12-Bookworm testing
- Debian-Sid unstable

I just did a `uscan --rename`, re-applied the old patches, updated
`debian/changelog` and successfully re-built the packages; my artifacts
are attached.
Feel free to pick form my work.
Getting the latest version in Sid/Bookworm would be good.
The backports are optional as we can otherwise use my bacport packages.
