Clarified the title. NetworkManager attempts to reconnect after a CTRL-EVENT-BEACON-LOSS (signaled by wpa_supplicant, but this seems to be a recent kernel bug, according to many reports about this), but the no-reconnect issue occurs only after NetworkManager says "device (wlp61s0): link timed out.", which appears to be a more important temporary wifi failure (perhaps the SSID was not visible for a longer period). I'd say that this is the same issue: not everyone can reproduce it with IWD, and no-one else posted logs.
