Well, I can not reproduce the behaviour you are describing (and it works
for all the other users of NM too). For me the above three steps are
sufficient. Besides I cannot see a reason why renaming file could help.
Dbus does not care for the file name but only for it's content.
I guess you are experiencing a strange side effect here.

If you are definitely sure that you are not doing something wrong and
that dbus is behaving incorrect, you should probably file a bug report
against *dbus* after further investigation.
