I think since long you don't need quilt. IIRC dpkg will apply patches natively when you ask it via apt for the source.
Another good thing learned, I didn't realize dpkg had that capability!

Ok, well then apologies for a spurious bug report. Sounds like there's something really strange going on here... But the patching is definitely working correctly.
Thanks again for the help troubleshooting. Now I need to figure out what is REALLY going on to cause these failures...
