Perhaps it would be enough to check the content of all the top-level
files in /usr/share/doc/<package>/ ? That shouldn't take too long.

Yes, there are actually a number of versions, as the FSF moves around.
There was some discussion of that on debian-legal a while ago. It
shouldn't be too hard to tell that it's essentially the same file,
though.
