OK, so it finds both pages but sorts them wrongly, very probably because
the logic in compare_candidates currently considers "ID" (real page,
link of some kind, whatis reference, etc.) at a higher priority than
language.  I can certainly (carefully!) reconsider that logic, but
please fix your package to add the proper symlinks in accordance with
policy 12.1.
