Bug#1020403: libzstd-dev: cmake file is unavailable

An alternative would be for LLVM to fall back to https://cmake.org/cmake/help/latest/module/FindPkgConfig.html#command:pkg_check_modules to find libzstd. This should be a ~3 line patch.
