Bug#927012: libravatar.cgi on bugs.debian.org fails with 500 error

Hi, I discovered this issue after seeing https://bugs.debian.org/950052 
- in that report it seems that lamby's avatar is shown. So 
libravatar.cgi isn't really disabled?
