debootstrap specifically diverts start-stop-daemon to avoid daemons being started during bootstrap. I'm definitely not going to go back to start-stop-daemon for this (it was a bit of a hack even at the time, since this obviously isn't actually a daemon). -- Colin Watson (he/him) [cjwat...@debian.org]
