As far as I can tell this issue will be fixed by the patch discussed in upstream Issue#8620.
In regards to bug severity, the dask debci failures are now marked as "Not a regression" so they won't hold up migration of dask.
Graham, should the bug severity therefore be reduced from Serious back down to Important to enable migration of both dask and scipy?
