/etc/cacti/debian.php cannot be included when apache does not have www-data group rights. I decided to add this group to the uid/gid apache runs as on one of my hosts. The use of @include makes it a little harder to track down the problem. If anything, a real php.log text file should be used, and a general error to check the log file for further details.
