Please consider renaming the binary package to "elpa-howm", or at least adding "Provides: elpa-howm". This package is not maintained by the Debian Emacsen team, but we do maintain dh_elpa, and so it would be helpful if you were to follow our naming conventions.[1] The source package name of "howm" is correct, but the binary package should be "elpa-howm".
