This is a new upstream version of shim, built for buster. This is needed for better handling of SBAT-based revocations, plus a range of security updates from upstream. See attached debdiff for the changes. They're not minimal, but in the case of shim we need to be as close to upstream as possible for the sake of getting stuff reviewed and signed. The only local patches now are to revert arm64 build changes so we can still build on buster.
