I forwarded this bug report upstream, as ideally I'd like not to diverge from the upstream defaults. If upstream isn't responsive on this issue I'll patch the default config files to put the sockets under /run/kea and warn about this via d/NEWS or use debconf offer an optional conf file migration option, applying a regexp to the conf files at postist.
