Given
  $ localedef -i fa_IR -c -f UTF-8 "${locdir}fa_IR.UTF-8"
the Farsi date is mostly as-expected, except %ON is /not/ Arabic-Indic,
instead falling to the %N-equivalent format:
  $ LOCPATH="${locdir}" LC_ALL=fa_IR.UTF-8 date +"%EX.%ON"
  ۰۵:۵۰:۰۷.268457738
whereas I'd (naively, admittedly, but this holds for /all/ other
 %O-accepting (so, like, numeric) format specifiers)
expect it to be
  $ LOCPATH="${locdir}" LC_ALL=fa_IR.UTF-8 /bin/printf \
                        '۰۵:۵۰:۰۷.%Id\n' 268457738
  ۰۵:۵۰:۰۷.۲۶۸۴۵۷۷۳۸
right?
