Apologies, driverless queues only work if set up by lpadmin. Everywhere queues work from cups-web. May I suggest you may not be able to reproduce the bug as you (said you) don't have a fax-capable printer? It seems to me that my driverless print jobs end up in a fax queue if the queue is created by cups-web or s-c-p. If this is the main symptom, I would be grateful if you would advise if this changes what the bug should be reported against.
