Bug#1013146: Doesn't fail build on symbol changes

The package uses
override_dh_makeshlibs:
dh_makeshlibs -- -v$(UPSTREAM_VERSION) -c0


Any reason to use -c0 there? Shouldn't it fail the build to protect 
against accidental changes?
