do you have some context for this change? libcap2 doesn't strictly need root to build, however it does need root (real, not fakeroot) to run some of the tests. The action determined by the presence of the DEB_RULES_REQUIRES_ROOT environment variable, and without context, I'm not sure how to adapt the relevant part in debian/rules. Best, Christian
