libpackagekit-glib2-18 currently recommends packagekit, which leads
to its installation when installing any software that depends on
libpackagekit-glib2-18 for packagekit support, such as simple-scan.
But the use of packagekit may be optional, such as with simple-scan.

So libpackagekit-glib2-18 should not recommend packagekit. Packages
that want packagekit to be installed should directly depend on it
(or recommend it). This is what gnome-packagekit, gnome-software,
gstreamer1.0-packagekit and deja-dup already do, for instance.
