Bug#365987: Can't create and use systemwide Repositories as normal user

If I create a Repository as root, I can't use it as user.
If I create a Repository as normal user in my $HOME, other users can't 
use it.


My Sugesstion is to make a Group like 'svngroup', ask for the Location 
of the
Repositories like CVS do and set the Rights of this Directory  
"drwxrwsr-x root svngroup ...".
