No, a package cannot be configured before the packages it depends on. Except... that ntp-server and ntp-simple have a circular dependency relationship. This explains all the symptoms you've described, as well as those in bug #329746. Circular dependencies result in an undefined package configuration order, which defeats one of the main purposes of the Depends: field.
