gstreamer1.0 has a test suite which is run at build time but test
failures are ignored.

This change was made in 2020 when the package was switched to use the
simpler dh7 style rules.

Looking at the build logs for the most recent version, the build tests
are passing on release architectures except for one test that times
out some times.

Maybe we should patch this file to increase the timeout:

Also, there are some test failures on non-release architectures.
Because gstreamer is such a foundational package, maybe it's ok to
ignore test failures on some of those architectures?
