I just got upgraded to metacity 2.14.1-2 with gnome 2.14.1.1
I now have this problem and others related to focus and window raising post upgrade. I use sloppy focus and did not have raise by click checked before my upgrade. Traditionally, I have used titlebar click and the window list to raise windows.

These symptons exist post upgrade:
1. Clicking a window in the window list does not raise the window
2. New windows are created behind existing windows.
3. In a new window, clicking the titlebar does not raise the window
4. A new window can be raised using RMB and checking "On Top"
5. "On Top" does not keep a window On Top.
6. Once a window has "On Top" checked, then it can be raised by titlebar click from behind other windows, behaving like a window normally should. 7. If "On Top" is not unchecked, the window goes to the back, and can not be brought back to the top without rechecking "On Top"
8. The "On Top" setting has no effect on the window list problem
