|  That error message comes from kernel, and sfskey aborts. I don't see
|  anything in the code on sfs part (crypt/getkbdnoise.C) that could make
|  kernel do that.

Hm. This is from year 1990 or so PII  standard Compaq Armada
M700 Laptop with finninsh keyboard.

The error message 

  sfskey: fatal: No changes made

is quite vague. PLease improve it ti announce what is wrong and
what should be done to fix the situation.
