haskell-devscripts seems to have lost support for using the DEB_SETUP_GHC_CONFIGURE_ARGS variable in debian/rules for adding arguments to the GHC configure invocation. The haskell-yaml package, for example, uses this for setting a build flag. You can see in the recent reproducibility logs [1] that this package has started to FTBFS because the flag isn't being provided and the package's binaries are not being built.
