That's the point. 177 will ensure 600 permissions: (777 - 177 = 600). What we want are 0640 permissions though. 600 is fine for the temporary file, but not for the final $OPTSFILE. There, we want a 1750 umask. Anyway, I see no real reason why you have to go via a temporary file when sed in sarge can do in-place replacements.
