It'd be nice if 50dpkg-dev-el.el setup to have utf-8 by default for
debian/control files.  I've been using

    (modify-coding-system-alist 'file "/debian/control\\'" 'utf-8)

I'm pretty sure that's now correct, and lintian (1.23.18) has a check
for utf8 in /usr/share/lintian/checks/control-file.  Looking through
the package lists there's several packages with control files using
utf8 for peoples names.
