Yes, you were right with that assumption, as I found out meanwhile.

Well, it's at least easy to see that it isn't auctex:  auctex needs a
running emacs, and now on your system emacs21 is going to be removed.
Therefore it's clear that auctex can't stay, and that the bug must be in
emacs somewhere.

As a workaround, set emacs21-common on hold until this bug is resolved,
this should keep emacs21 on the system while other updates can be done.
