I guess that firewalld is so slow to process 25000 entries is an issue on its own. That said I dunno if firewalld is to blame here or the kernel.

fresh VM running Debian 10 with all installed updates.

Debian 10 (i.e. oldstable aka buster) ships firewalld 0.6.3-5

Did you mean Debian 11 (i.e. stable aka bullseye)?
