I still think it's meant as "waiting on submitter to clarify the *problem*", 
but I'm not going to make a (big) deal out of it ;-)

If there is a forwarded address (and upstream tag), but doesn't (yet) have a 
fixed-upstream tag, then the issue is still open (upstream) and via the 
forwarded address one should be able to figure out what that status is.
