In proftpd.conf, in the commented-out section for Anonymous FTP uploads 
(<Directory incoming>) there's a space missing on the Umask line (line 194 of 
the default config file):
#   #   Umask022  022

This should have been solved for a year now:

I'm just wondering, why your system still suffers. Maybe you refused to overwrite the config files during upgrade?
