I understand that here is an upside to restarting pcscd. But IMHO the downsides outweight that.

Why do you install pcscd if you mask it?
What is your use case?

I have pcscd since I installed yubikey-manager. I masked pcscd because it sometimes interfered with yubikey usage. I don't remember the exact details, it's some time ago already.
