Which Packages.xz exactly did you download?  I fetched
https://snapshot.debian.org/archive/debian/20190324T160900Z/dists/jessie-kfreebsd/main/binary-all/Packages.xz
and
https://snapshot.debian.org/archive/debian/20190324T160900Z/dists/jessie-kfreebsd/main/binary-kfreebsd-i386/Packages.xz,
and they were both empty.
