The packaging work for unixcw 3.6.0 is complete and the package is already part of the testing and unstable distributions. The next Debian stable release (bookworm) will contain 3.6.0 or newer. You can view the state of the package via the Debian Package Tracker page for unixcw here: https://tracker.debian.org/pkg/unixcw If you would like to use the newer version on Debian stable, I don't see any packaging changes that would prevent it's compilation on for bullseye.
