No, not really. php-raphf just needs to migrate to testing as it is currently 
not present in testing.

php-raphf was removed in December. So php-common was not blocked by it to move to testing.

No, *everything* in the archive is blocked. We're trying to recover from a binutils bug and try to prevent potentially very bad binaries from migrating to testing. The block will be lifted when the rebuilds have happened.
