I've tried with lightdm 1.26.0-7 (from Debian/stable) and no workaround (i.e. no active-monitor=1 in lightdm-gtk-greeter.conf). First reboot: case B, i.e. the bug also occurred. Second reboot: case A (so that case can also occur with systemd 250.3).
