I intend to salvage manpages-hu as per developer reference 5.12.
Rationale:

1. The package content is severily outdated. The last update related
   to content was Sun, 19 Feb 2006 (nearly 16 years ago).

2. There are two open bugs without maintainer response:
   #988584 (important, was serious) - According to DD in response this
   can be resolved by updating the translation base (see 1.)
   #856007 (normal) - Easy to fix, requested by a DD Fri, 24 Feb 2017
   (almost 5 years ago)

3. manpages-l10n (see below) contains a constantly updated base for
   translations (in sync with both Debian Unstable and Debian Stable),
   ensuring that only current translated text is shown. If paragraphs
   are updated (but not the translation), then those paragraphs are in
   english rather than outdated. If too many paragraphs are outdated,
   then the translation is not delivered to end users (but can be of
   course updated by translators and later shipped to end users).

4. The last upload was almost a year ago.

5. The source for manpages-hu is no longer available.

6. manpages-l10n (upstream) carefully integrated all known hungarian
   translations and constantly maintains them at Debian Salsa (see
   also 3.)

Background on manpages-l10n:
manpages-l10n upstream integrates more and more languages using the
po4a framework (see 3. for a short explanation). In the past, old and
outdated manpage packages were changed over to manpages-l10n, e.g.
French, Italian, Spanish. manpages-l10n regularly (3 months) updates
its base, ensuring that the (translated) man pages closely sync to
those of the english version. Additional releases are done when the
Debian freeze occurs, so that stable is accurately represented.
Finally, backports are provided, so new translations flow into even
stable.

Intended salvage procedure:
The next (upstream) release of manpages-l10n is slated for February. I
will first upload another version *without* hungarian and then request
removal of this source package (and its associated binary packages).
Once this has been done, I'll upload *with* hungarian (and with an
appropriate version number), so that the binary package manpages-hu is
then shipped from manpages-l10n.

As I'm not a DD (but a DM), the exact timing depends on those of my
sponsor(s). But I will ensure that at least 21 days have passed since
this bug was filled.
