Can free and non-free binary packages be created from the same source
package?  If yes, the packaging work is minimal.

I recognize that in any case it is extra work for you or another
maintainer.  However, consider this: if the manpage becomes the main
document, it will have to be synchronized with updates to the program
itself.  Upstream won't help with that because, right or wrong, they
don't consider manpages relevant.  OTOH they presumably keep the info
document up to date.
