Hello, I am working on packaging jupyter-packaging. In order to run its test suite, I am trying to have it use tox. However, the standard virtualenv populates using the setuptools wheel in /usr/share/python-wheels/ which is built from the python2 version of the module. I need a newer version of setuptools for my use case. It should be possible to include an additional wheel for the latest version from python3-setuptools in addition to the current one.
