I see what happened. The intent was that users that had vim installed
would keep vim, and users that didn't would keep nvi, even though the
new package nvi-tiny would be installed by default on upgrades. So for
'vi' alternative priorities, vim > nvi > vim-tiny. But when Norbert
reworked the vim priorities, he got nvi > vim > vim-tiny.

I'll get with him to fix.
