As I noted in the upstream ticket (which I know you are subscribed to) Survex requires a fix to make proj_factors() actually usable in the "new PROJ" world. According to the doc change in the patch and the milestone set, this will be in PROJ 8.2.0: https://github.com/OSGeo/PROJ/pull/2868 There isn't a sensible workaround I can see, so if you want to push through the transition before 8.2.0 is out, please apply the above patch to the proj package.
