The difference is quite obvious *build*-dependencies are needed just to
build package while runtime dependencies are needed only to run
particular program.
Most common scenario is building documentation or running tests which
usually requires dependencies not really needed once it's done.
But thanks a lot for clarification which packages are needed for which
stuff. Anyway. We're blocked by lack of charset-normalizer in Debian.
The good news is that it was already uploaded:

The bad news is that NEW queue is quite overloaded and it's hard to

If that's the case then this package is not yet available in Debian. It sits in NEW queue[1][2]. Also I was able to build package without python3-defusedxml, python3-socks and python3-requests-toolbelt. Are these really build dependencies? Or maybe they are also runtime dependencies but I didn't hit issues with them since charset normalizer is being called prior to them?

Note: I changed the severity from wishlist to normal as HTTPie is obsolete on 
every Debian-derived distributions (mostly because it is too on Debian itself).
I kindly hope to improve the situation, maybe is there another way to make the 
process smoother, and painless, for everyone?
