Bug#996926: Acknowledgement (unattended-upgrades reboots when Unattended-Upgrade::Automatic-Reboot = False)

I misunderstood the functionality of apt_pkg.config.find_b().  My 
troubleshooting on this is wrong and the proposed fix doesn't fix the 
problem.  I'm still looking at why my system rebooted and will update if 
I find anything.  Otherwise, please close this if you feel that's 
warranted.
