Well, the top comment does indeed read:

  # If you do not set values for the NEED_ options, they will be attempted
  # autodetected; this should be sufficient for most people. Valid alternatives
  # for the NEED_ options are "yes" and "no".

I'm aware that this is slightly inconsistent with the comment you're
describing, though -- the NEED_IDMAPD= setting should probably read something
like "Do you want to start the idmapd daemon? It is needed only for NFSv4."
