This is not a duplicate of
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=995066 but there's an
easier fix for #995066 and #996389: to add
default-character-set = utf8mb4
to [client] section of /etc/mysql/debian.cnf.
This seems to be working with legacy charsets too, so you may consider
the issue closed.
