I am using 'setxkbmap dvorak' to set the X keymap to the "standard"
dvorak layout. The system-wide XkbLayout is "gb". I am running evilwm
with the command 'evilwm -snap 3 -bw 0' from my .Xsession. After switching
keymaps, some of the keyboard controls for evilwm behave in unexpected
ways.

Those commands with keys which are not remapped are unaffected. These
are: Ctrl+Alt+(Return, Escape, Insert, 1-8, Left, Right) and Alt+Tab

Some keys which are remapped continue to behave normally. These are:
Ctrl+Alt+(F, X, H, U, B, N)

The following behave oddly:
Ctrl+Alt+(I, =, J, K, L, Y)

They do not perform the expected window manager functions but instead
seem to send various control characters, some of which are interpreted by
the shell and some which have no visible effect.

Where I refer to eg. Ctrl+Alt+H, I mean the keys Ctrl and Alt (which are
not remapped) and the key which produces a 'h' when pressed. ie. the key
marked 'j' on my qwerty keyboard.
